No. Base-currency conversion is a reporting layer. Original provider and user-entered amounts and currency codes remain unchanged.

Does Fillfolio retrieve bank transaction history?

No. Fillfolio retrieves minimized account metadata and balances for bank connections and does not retrieve, store, display, or analyze bank transaction records.
